"it is in the best interests of the Colony that "persons of German nationality should be excluded *therefrom for & presoribed period of years "following the declaration of peace, and that

I am a llanaging Director of each of thon, for many years & Director of the Hongkong & WhaLipos Dock Co. Ld., the oldest and most important Dock Company in the Far East. I have also boon, since its foruation,' a Director of the Hongkong & Kowloon Wharf & Godown Co. Ld. of which I was one of the Founders, and which hea the largest accommodation for the warehousing of cargo in the Colony. I originated the Fraya Reclamation schone which added a large and extromoly valuable aréa of reclained land to the water front of the Colony and I visited England in the year 1888 for the purpose of discussing such scheme with His Majesty's then Secretary of State for the dolonies and laid the sohome before him
